Malaysia needs to produce more skilled workers in O&G sector

KUALA LUMPUR: Malaysia needs to continue producing skilled workers for the oil and gas (O&G) sector as demand is expected to rise, says Deputy International Trade and Industry Minister, Datuk Mukhriz Tun Mahathir.


He emphasised the importance of training programmes as the country’s O&G sector will need over 40,000 skilled workers by 2015.

“The demand is now very, very fixed and efforts towards coming up with enough skilled graduates is being intensified to ensure sufficient supply,” he told Bernama here yesterday.

He was speaking after witnessing the presentation of the American Welding Society Accredited Test Facility Certification under SIRIM Bhd to the Kedah Industrial Skills and Management Development Centre (KISMEC) here on Tuesday.

He said realising the demand, it is pertinent to have quality training to equip talent with the required skills to successfully enter the workforce.

“If we are not prepared to meet the demand, it could turn potential investors away,” he added.

However, Mukhriz said the government’s Economic Transformation Programme aims to provide more skilled welding personnel including welders, welding inspectors and welding engineers, to reduce the number of foreign workers and encourage foreign investments into Malaysia.

He hoped that the collaboration between SIRIM and KISMEC will help equip Malaysians with the required skills to fill the 3.3 million jobs available as Malaysia sprints towards becoming a high-income nation by 2020.

“We need to step up to the challenge to ensure that we do not face a shortage of skilled and semi-skilled workers in future, as 52 per cent of the jobs created from now until 2030, require at least semi-skilled workers,” he said.

He said SIRIM had played its role as the vehicle for technology transfer, especially, in welding technology, for the local industry.

“I believe that KISMEC can now play its role in promoting and upgrading the skills of welding personnel in the northern part of Malaysia under the Northern Corridor Economic Region,” Mukhriz said.

  4. The development of sizeable gas fields in deep waters off Labuan and the completion of the RM3.8bil Sabah Oil and Gas Terminal in Kimanis would catapult both areas into leading O&G hubs in the country and possibly in the region, he said.

  5. Speaking at the opening of the Asean Oil and Gas Expo 2012 here yesterday, Muhyiddin said other related developments including the construction of the RM1.5bil Sabah Ammonia and Urea project in Sipitang would further establish the area as a major oil and gas player.

Muhyiddin also said Johor would benefit from its proximity to Singapore which was facing near full-utilisation of its oil and gas storage facilities coupled with constraints from further expansion at a time when Asia's petroleum consumption was expected to grow by an additional 1.8 million barrels per day by 2020.

  12. More “one-stop” integrated centres offering port facilities, warehouses, workshops as well as ship maintenance and fabrication yards would be needed as well as a highly-skilled workforce grounded on a strong engineering foundation, Muhyiddin noted.

  14. Akademi Binaan Malaysia Wilayah (ABMT) berjaya melahirkan 70,000 pelatih serta tenaga mahir tempatan dalam industri pembinaan berkaitan minyak, gas dan petrokimia negara dalam tempoh 13 tahun lalu.

    Jumlah itu termasuk 15,000 belia lepasan sekolah yang mengikuti 32 bidang kursus berkaitan industri berkenaan bagi tempoh yang sama sejak penubuhannya.

Bagi Program Latihan Kemahiran Belia, ABMT yang diwujudkan menerusi Pembangunan Industri Pembinaan Malaysia (CIDB) Malaysia sudah melahirkan 750 pelatih pada tahun ini, manakala tambahan 112 lagi bagi kemasukan 1 Oktober ini yang melibatkan empat kursus iaitu Scaffolding, Steel Stucture Erection & Fabrication, Gas Pipe Fitting dan Gas Pipe Insulation.
